


Third, using the model representation Mansbrige (2003), RAB can be identified as Promissory representation. The political context of representation doing by RAB is dysfunction activities of political parties in aggregating political interests of society and the need to accommodate the aspirations of society.

Representation subjects in Budiman Sudjatmiko lead to the legislative elections, while the subject of the representation of the people is reflected in the resolution of public problems faced by citizens. So, RAB represents two subjects at once Budiman and constituents in Cilacap-Banyumas electoral district. RAB can represent Budiman and citizens simultaneously, ie when RAB advocate for public affairs at the citizens. RAB has two subjects who represented, the constituency Budiman Sudjatmiko in Cilacap-Banyumas electoral district and Budiman it self. Second, regarding the subject and context of representation RAB. Although not a formal institutions in aggregating and articulating political aspirations, such as political parties, but RAB active in social movements (advocacy of public affairs and community development) as well as actively playing the role as a political organization. From this study it can be concluded that the first RAB may be categorized as politically non-governmental organizations. Framework used to understand more deeply the aspiration house through the theories of representation. This study will specifically address the Aspirations House that initiated by one of the members of the House of Representatives 2009-2014 period, Budiman Sudjatmiko from the Indonesian Democratic Party of Struggle (PDIP) in collaboration with the civil society. This study is about one innovations democratic actors in efforts to democratize democracy through the installation of an institution called Aspirations House.
